Not for your location, unfortunately. Most jasmine are at least semitropical if not tropical in origin and cannot winter over outdoors in most of the country. If you are prepared to grow in a container and tote it inside for winter, there are a couple of species that could work but I'm not sure that's what you're looking for :-)

You can grow winter jasmine, Jasminum nudiflorum, successfully in your climate but it is neither fragrant or very inclined to vine, being more of a sprawling, arching shrub.

The closest to an evergreen vine is the major wheeler honeysuckle - no fragrance and not white but it does have a long bloom season and keeps foliage for longer.

What about gold flame honeysuckle? Would that work in Central New Jersey? Seems to have long flowering season and is fragrant .

Gold Flame would be deciduous in your area, so no winter interest, unless you like bare vine stems, which do have their own beauty.
