A good landscape designer should be able to do both. Check out the pros section on Houzz for those in your area and start looking at their portfolios. Be sure some have good examples of hardscaping areas too.

Would suggest hiring a landscape architect or, at least, a landscaping company with lot of experience with design and not just installation.

Agree you need to hire a design professional. This is not a situation where comments or advice from non-professionals (or kitchen designers who think they know something about landscape design!!) will be the slightest bit helpful. There is a specialized skill set involved and that requires a financial investment, not free advice. You get what you pay for :-))
