Juniperus squamata of some flavor?

It does look like a juniper, with unusual color and texture.

I think tj may have the right ID. I'm not familiar with J. squamata 'Meyeri', but it seems to fit. The only squamata I ever see is the ubiquitous 'Blue Star', which is more of a low growing, spreading clone.

I had to look up what a 'fixed cultivar' is, and this is what I found.

"A fixed cultivar is a type of cultivar that is used in agricultural research to eliminate the impact of genetic variation on crop growth and yield. Is that correct? The specimen is planted outside of what appears to be a marine museum building (from the incomplete view of the building plague) which makes for a peculiar combination.

I too am not familiar with the term ”fixed cultivar,” and hopefully Embothrium will further explain his thinking on this. Would something like Cercis canadensis ’Minnesota Strain’ be considered a fixed strain (i.e. coming true from seed)?

Does anyone disagree with the C. thyoides ID? Otherwise, I’m going to go with that.

What is ”fixed” is the juvenile foliage that grows instead of developing the mature foliage. Embo’s ID certainly fits thyoides juvenile foliage.

How does one fix the juvenile foliage, i.e. how does one prevent a plant from maturing its juvenile foliage?

I seem to remember reading that the dwarf Alberta spruce has permanent juvenile foliage, is it the case here too?

P.S. I'm not sure I subscribe to the notion of the dwarf Alberta spruce having permanent juvenile foliage. My specimen has the woolly looking foliage (the reason I planted it) and hence juvenile looking foliage, but run your hand over the foliage and you feel the prickly hardened needles which does not feel juvenile/soft at all.
