About all you can do is a platform outside the door with 2 sets of steps going to the front and rear.

There may be zoning constraints to deal with. It may be in your best interest to get a professional involved that is familiar with the local zoning ordinance.

If you have zoning issues, then build it from wood and make it free-standing. A few steps up, a few down the width of the path.

This is in the UK - is the zoning that is mentioned a US thing?

As this is the access from front to back then ideally we need to be able to get items around the back - such as the garden wheelie bin & things like that. I will add some measurements to the post later as that may help. Really need some creative thinking on this as my Partner is not happy with how this has worked out so need something that can make him happy with it again!

We have to see what the space is like on the inside. You may be able to have a recessed landing inside for 7 inches, or two steps down inside for 14 inches of drop. Then whatever is left can be a low platform or raised walkway outside. A more outside option is to build a retaining wall at the fence along the entire length and have steps at each end. This avoids a ramp. The remaining alternative is to relocate the door to a different side of the structure. The next choice is to eliminate the door. I think that covers about everything.

We would love to relocate the door but at this stage of the build it is not an option. Whatever we do will have to be outside.

I think your only option is two sets of steps as other above have mentioned. if you need to wheel equipment to the front/back and this is your only access id invest in 2 sets of portable ramps that could be used over the stairs when needed. My neighbor had some to allow their mother in and out of their house when she was unable to handle their entry stairs..

Those suggesting steps & ramp - would you do it the whole width of the side piece, right to the fence? Maybe with quite wide steps? Would then be easy to get things up & down. The whole thing could go from the gate one end to the garden the other?
