If, the appearance is acceptable and all you are looking to do is add protection. Yes, you can buff and re-coat.

You will need to post pictures of the finishing flaws. It;s most likely just bad craftsmanship.

The contractor claims he put down 4 coats. Maybe he meant 2 sealer and two poly and not 4 poly. I don't think he would be willing to spend $1800 on finishes if, the project does not call for it. For 2 sealer and 2 poly, finishing material cost is around $1000. So, he is saving $800.

Thank you for your response. i added some photos to show some of the finishing issues. You will see gaps, unfinished areas, streaks, and scratches from the sander. I also added a photo of little holes in the planks which i think are from insects. there are about 50 of those holes throughout the whole unit.

Adjust your humidity to reduce gapping. The sand and prep doesn't appear to be the 150 grit that Bona recommends, which will contribute to the rough feel.

Second photo with the missed spot is a sign of poor coverage. Roller dried out or product spread too thin.

Beetle holes are common, just fill it.

Buff and re-coat, unless you want to dispute the sanding.

Based on the first photo, the sanding does not look like it was done correctly. It does not follow Bona's sanding guidelines. You can dispute it. You will need a inspector to backup your claim. It can be a long drawn out fight.
