My parents had a little caesars pizza built nextdoor - they planted arbor vitae which helps, but that was in Michigan.

I'm mainly posting because another big help was that my mother asked them to build an extra tall fence (10ft?), which they refused to do until my father visited the planning office and the city forced little caesars to build a taller fence.

I'm proud of my dad for that, my mom worked nights as a nurse back then and really needed the protection from floodlights into her bedroom window, grrrr .

Read my previous comment.......redtip photinia is not a recommended choice for hedging across the vast majority of the country. Photinia leaf spot is a real issue. Chinese photinia is resistant to this disfiguring and highly damaging disease.

btw, no hedging material will stop growing at some predetermined height - that's why shrubs used for this purpose tend to be easily prunable to keep size in check.

How much space do you have? A couple live oaks (for example) under planted with a large shrub (viburnum etc) would get you to the height you need. Also a tall fence. Also see if you can work with the planning board to at least get the lighting on your side to be dark sky compliant.
