I live in a townhouse and this is on the bottom floor. The wall with the electrical socket is on the left and goes to the garage, The wall to the right is attached to the neighbors house. On the other side of the room is the wash/dryer.

No history of this happening anywhere else in the house

Floor is not wet/damp.

If the neighbor had a leak and caused this how is that handled?
