Yes^^. The fascia is supposed to overhang the soffit (or porch ceiling in this case). The overhanging bit should be 1/2" or more. The purpose is that it forms a drip edge to prevent water from creeping up into the ceiling boards.

And because 'rough framing' is just that. Never perfectly level, never in a perfect plane. The overhang of the fascia hides all of bumps and waves in the framing from the street (money) view of the house.
