It would probably help to have pictures of all four walls in the room, and a long view toward this wall. Is all your furniture in place? It will be easier to discover what you want there if (almost) everything else is the way you want it. Unless, of course, you find a fabulous large piece of art that you immediately bring home and build your room around!

Why is the chair rail interrupted on the wall?

Thanks Andee. It’s only that wall. The other wall is windows on the side of the fire place and the third is where the breakfast nook is with windows. The kitchen is in the back. It’s an open space with that one long wall leading to the front entrance. Here’s two more photos. The furniture is in place.

And the rail was that way when we purchased the home. Assuming the previous owner had something there and built around it.

Since there is so little space between the wall and couch, a shelf or even picture frames would be in the way. You could try a peel and stick wall paper and frame it with the same white moulding. There are so many looks to choose from. Here’s just one.

Remove the chair rail pieces. I think you need a better layout for the huge sectional so it's not in the walkway. Adding a console will impede the walking.

Will you be using the area there where that chair rail is for eating?

We won’t be using the area for eating, it’s pretty high up

Could you show how much room you have between the window and the other side of the sectional? is the walkway as narrow? Is your TV above the fireplace?

I think you need a tall piece of furniture there...it looks as if that's what the former owner may have had given the chair rail placement. But that would require reconfiguring your sectional and/or rearranging your furniture to make room. It might be a better place for the tv with a console, but again would require a major shift of the sectional. It looks as if the chaise is able to be removed. Is there any other placement for it to give you more room on that end?

The previous owners obviously had an entertainment unit or shelving unit on the long wall. Then the chair rail built to meet it. Since your furniture faces the fireplace, and no room for other furniture on that long wall, your best option is to create a gallery wall of your art or photos. No shelf needs to be under them. The chair rail needs to be removed or filled in to be continuous.
