I am not sure but can you cover them with wood I am curious as to why dark green in what appears to be a dark spce Not sure how that would have protected the wood floor. Is it on the main floor of the house? Maybe talk to a wood worker and see if someting can cover it like a basebord type trim.

I doubt those hardwood floors would have been washed with buckets of water. However, the concrete could be original, to the place, when it had regular planking type floors. I think, its kind of cool, and would clean it good, and sand it good, and prime it and paint it, the same color as all the trim. I too, agree, that dark green is maybe not a great idea for that room, which seems very dark.

Maybe you could get some type of solid pvc trim (like what's used for exterior trim) & route it to fit over the concrete.

My parents' 1910s farmhouse is pier and beam, but it was discovered during renovations that there's a perimeter of concrete to keep out rodents. Maybe yours is something similar.
