I would end the tile Even with the Uppers (not the added trim on the bottom of the upper)

the coverplate may just be shy.

I would probably make color photographs of my tile and mock it up several different ways to see what I liked (if it were me, I would skip the BS entirely in this area but that's just a personal thing)

Have the electrician come out, put a can light at the left end of the upper cabinetry, remove the boob light, and move the switches so they are not going to be hanging half in/half out of the backsplash.

Debbi Washburn do you mean no backslash or do a mock up?

Do a mock up - it will help you a lot more than all of us guessing.

You can move the electric depending on where the studs are - take the plate off and see if you can tell - It will cost you but it may solve your dilemma.
