I did this to reduce the color temperature of a sconce using a color correction filter (https://www.bhphotovideo.com/c/buy/color-correction-filters-gels/ci/24442). However I was able to put the filter inside the sconce and the LEDs face the wall so the filter isn't visible. If you just stick a piece of filter over the light, it will probably look pretty bad.

What is the color temperature and lumens of the recessed lights, where are they located, and what is the "special light"?

Hi! Thanks a lot for your advice! Basically the recessed lights are several overhead lights in a hallway. They are on the same circuit as a chandelier over a staircase. The chandelier is from a specialty store I guess and would require a special dimmer mechanism if I want to dim all the lights on this circuit. (my electrician tried hooking it to a regular dimmer and it didn't work) I could do that - I was just thinking of a shortcut really. I'm sorry I don't know the specs on the lights - I'd have to see if any packing material was left in storage - but the color temperature of all lights is ok. It's just that the hallway is really bright compared to the rest of my house.

I don't know what regular dimmer your electrician tried, but any dimmer must be LED compatible to work with those recessed LEDs. The best dimmers are Lutron LED+ dimmers, for example the Diva (https://www.homedepot.com/p/203670402) if you have rocker switches or the Toggler (https://www.homedepot.com/p/203811506) if you have the conventional style.
