Pruning really old overgrown roses

I inherited some property that has a small rose garden, about 8 bushes. It has been long neglected. I want to keep them but I'm unsure how to approach a couple of them. They have no new canes at all, just old canes with rough grey bark. I'm afraid if I cut them way back they won't have any viable buds under that grey bark or they won't grow new canes from the base and I'll lose them. I've seen them in bloom, one is a chalk-white David Austin type and the other is a red and white swirl that could be my absolute favorite. I have to deal with those first so I can get to those further back in the thicket.

Suggestions, other than pull them out and plant new ones, would be appreciated.
