Is this laminate over a cement floor?

That looks like stone that is spalling. Likely a moisture problem of moisture wicking up through the slab & stone and being blocked by sealer on the stone. Note the white mineral salt deposits.

No way is that a laminate floor.

I agree, its a moistue issue, which is why I asked about a cement floor above. It didnt really look like laminate to me either, but, bubbling sure sounds like moisture.

Phone 2-3 different floor installers (look in Yelp or Angie's) and ask them to come over to give you estimates. They will know what the problem is and what needs to be done to fix it.
