Juniper virginians problem

Weed that it may be, this juniper tree serves a purpose in my garden and Id like to keep it. I do have to ptune back some lower branches on a side to keep a path clear, which I did a few weeks ago. I am concernd with how browning there is throughout the tree- everywhere but the tips. Much more than usual. Then I noticed these orangey brown growths on it. They feel lile sodden flowers. Any clue?

As long as I've grown J. virginiana (45 years?), I only can think of a couple of times there was an orange bloom or two of CAR on them. I even had Apple trees, some perhaps a hundred feet away which possibly had a very mild infection once or twice on those. I couldn't say for sure. I never sprayed or took any other precautions during those years.

Everyone's location can be different considering humidity, proximity and prevailing winds etc. but for me it was always present and something I felt I could live with.

Especially Juniperus virginiana. And has the distinct potential to spread to any nearby apples, crabapples, hawthorns or amelanchiers.

I have apples, asian pears, and amelanchiers. This is not the only juniper; there are more virgianas and asians. Do I just wait and let it take its course? Is it cyclic?

It's cyclical in that it is seasonal, erupting into life each year when encouraged by warm and wet spring weather. It can be effective to spray whilst in the formative stages, at least on the more valuable fruit bearing trees. Otherwise, the only sure control is to interrupt the cycle by removing one of the hosts.......the junipers being the logical candidate.
