That is tough. My Moonlight in Paris (gone now) did have times of the year when it had a low petal count and the color wasn't as I had hoped. That's why I removed it. Here are some photos of it with less petals, kind of looks like yours a bit

It did have nicer times with more petals and better color, though. So maybe yours will have a fuller bloom when it finds the weather that it likes.
