Looks like a proliferation (vegetative center), of sorts. No need to worry. Just keep a watchful yet positive eye on the bush in question. Proliferation are variously attributed to over fertilization and inherent genetic propensity of the variety in question as possible reasons for their occurrence. I think it is a combination of both...an over fertilizer rose with the genes to grow proliferation when the opportunity arises.

Talk about figures of speech, "keep an eye on it," there was a teacher of the English language to non-native, advanced English learning students who gave his students a weekend assignment to return to school next session with a unique ' figure of speech,' they derived from an incident in their lives that occurred over that weekend.

The students, one by one, arose and stood before the class and presented their individual figures of speech.

One of the student's figure of speech was, "when your eye falls upon a bargain, pick it up."

The teacher asked the student, "How on earth did this figure of speech occur to you this weekend?"

The student replied, " I took my elderly uncle to the department store to buy clothes. He walked over to an 'on sale' table of men's dress shirts. As he rummaged through the shirts for one in his size his artificial eye suddenly popped out and landed on the pile of shirts. In a flash he picked up his eye and dropped into his pocket. This had happened before on other less fortuitous occasions he said, and he often was unable to retrieve it. This time he was fortunate and found it and picked it up so that he could cleanse it at home before putting it back into its socket."
