Are you asking about ceiling (e.g., recessed, track) lights or portable (e.g., table, floor) lamps? How close are the windows from the ceiling and floor?

ceiling or cove, this is what I’m trying to figure out. these are big picture windows.

OK, so you see reflections of room lights in the window and you want to prevent that from happening. The solution is to install recessed lights with three features: they shine only downward, the light sources are recessed, and the reflectors (or baffles) don't reflect light from the light sources.

One possibility is recessed housings plus trim and bulbs. For example, you could install Juno TC1R 4" housings in the ceiling, attach to them either Juno JUNO-17B-WH downlight trim with black reflector or Juno JUNO-14B-WH downlight trim with black baffle, and screw in 2700K PAR20 bulbs (example Euri Lighting EP20-5.5W5020cec-2). The bulbs would be fully recessed into the housings and the black reflector/baffle would minimize the amount of light reflected.

Another solution is canless, recessed, integrated LEDs such as these Maxxima lights. They don't require separate housings and, like the Juno solution, they have recessed light sources and black reflectors.

Any table or floor lights should have solid (not translucent) shades and focus light only downward, not upward onto the ceiling.

Cove light is unlikely to work because light would be shine both sideways and onto the ceiling, thus reflected in the windows.

I have our existing living room with a kitchen behind, and upstairs we're building a big bedroom with a wall of windows, and I'm trying to make sure I make the right choices now before my first walk through with the electrician this week.

The Juno IC1 4" housing is for new construction with an insulated ceiling.

If you go the housing + trim + bulb route, you can have the electrician install the housings and then experiment with different trims/reflectors/baffles and bulbs to see how they look and how much light is reflected in the windows.
