I would not do the vanity light over the toilet - looks like something is missing below

I would separate the two jobs: light at the mirror for faces, and a softer ceiling light for overall brightness. A second vanity bar over the toilet may add brightness but could look disconnected from the vanity, as others noted. Before adding a fixture, check the actual light output in lumens and how much the diffuser spreads it; higher wattage alone is not a reliable measure, especially with LEDs. The existing bar also looks worth testing a little lower at face height, while watching for glare in the mirror. If the ceiling fan/light is weak, your electrician could assess a separate general-light option and a dimmer. Try the proposed locations with temporary lights before the wiring is finalized.
