It's normal for the lower limbs to be shaded out and drop exposing the trunk. Mature cedars have bare trunks. Now many people call their arbs or cypress "cedar". If yours isn't a true cedar the lower branches shouldn't drop.

You can prune off the dead limbs for a neater look.
