Second photo is sawfly larvea (rose slugs) damage...Little green worms underneath the leaves are munching away at your rose leaves...

Many different ways to handle... Some people pick them off the bush...Some people uses a spray of water to try and dislodge...(Not to powerful of spray that it hurts rose bush...) Some people let nature such as birds etc eat them...

Some people spray bush with Spinosad product or other products that kill rose slugs...But be cautious and read directions...

Remember they are mosly on the underside of the leaves.... But not always...They may be tiny or larger depends on what stage they are in...

Not sure about your top photo... BUT here rose slugs can chew holes in my blooms...I seen that happen more than once...lol

I see a insect on bloom but can not tell exactly what it is Raizel Bennett ....OR is that a piece of dirt or debris???

Thrips like to damage blooms...As does Japanese Beetles...

Thanks for your response. If you enlargen the picture you may be able to see the insect clearer. Going to check the leaves shortly.

Sorry can not make out the insect,,, Many insects can visit rose blooms but not all of them eat it...
