Help with Petite Knockout Roses

Appreciate your help with figuring out what is happening to my roses and what I can do about it. They started the year beautifully but now something is eating them. I bought lady bugs thinking perhaps it was aphids but, as my ladybugs literally flew the coop, I'm imagining that it is something else.
