when to install flooring

We are remodeling our kitchen/family room and will be adding LVF over the existing congoleum(?) floors. There are sections that will need to be filled where the old peninsula was. After leveling the floor does the new floor get put in before the cabinets are installed and under the appliances?

A floating floor is not installed under cabinets or really anything permanently fixed (like cabinets). You can run it under appliances or use a plywood to bring it up to the same level.
