Clear sealant for painted terracotta

The paint on this terracotta bell is peeling. I thought it was sealed. Which product will help me seal this so I can keep it out front in full sun all day. If I can't keep it in full sun I'll seal it with Modpodge Outdoor and keep it, moving to a less exposed front porch spot.
