It looks like a couple things are going on.

This one looks like a midge damage for me.

Looks like botrytis to me. It's a common fungus of husky, large flowered roses like hybrid teas. Attacks flowers and leaves. Gunner 4.3 fungicide is available in pint bottles on Amazon, and has the same ingredients as Banner Max....reported to be very effective in controlling botrytis.

In hot areas, this can be heat /lack of water damage. Where are you located?

Is it just this one stem having these strange issues? The stem is a genetic weirdo, the foliage appears to be a combination of both leaf and flower petal, very unusual indeed!
