Ceiling fan question

Could someone please let me know the significance of foil in the ceiling fan housing?
1. Is it because the bulbs pose fire hazard if they overheat?
There is some sort of soft material behind the foil so could foil be protecting that material from bulb overheating?
I accidentally scratched foil while replacing fan switch so a portion of foil is now missing. Is it a big deal? Is it really foil? Can I use adhesive and foil?
