It has worked for 70 years,caulk it and forget it.

Pic is unreadable, but I would not expect metal weep holes under a sill of a wood window in that era of house. It looks to be just an edge screed for the stucco.

Old windows didn't have weep holes because they were not that tight. If you have storm windows over them, the storm windows will have very tiny weep holes. When the inside air is moist and the window pane is cold, condensation will form on the window panes. If this is on a single pane window, it's likely to dry or you can wipe up any condensation. If you have a storm window over it and the condensation is between the storm and the old window, you need weep holes at the bottom of the storm window.

That space under you sill is not a weep hole. It is not placed where it can provide an outlet for any condensation. It just needs to be caulked.

I am not sure those are weepers either. Are they consistent and uniform across the other windows?

If I drill, they will be there in all of my windows. Most of them are covered up. They are single pane windows original to the house. They are at least 6 inches deep into the wall. There is a metal liner. These photos are terrible. It’s a gloomy day and the sun is not shining in the right spot. I do not have storm windows.

You may want to invest in some storm windows to protect those windows from all the weather. It makes a huge difference.
