I think lights are generally 2/3rd the size of the piece under them.

I think that is proably a goodsize but so much depends on the light . I love a nice bar bar and do not mind it being the exact size of the mirror . Just make sure the light is lighting the mirror and the counter not 1/2 aimed at the ceiling.

24" or less is the correct answer. :-) If it's a small powder room, a ceiling fixture can be enough. I don't really like the fixture in the second picture, but it is an example of what you're considering. If you want better advice, post a picture of your room.
