Underneath Quartz counter

Has anyone cleaned the underside of their newly installed quartz countertop? If so what did you use? Ours is still “rough” and powdery and leaves this residue on our clothes if we rub up against it. I thought I’d start with soap and water but wanted to see if anyone else has dealt with this before.
