For orange, I'd consider Cornus sanguinea 'Midwinter Fire' or Cornus sanguinea Arctic Sun (aka 'Cato') with the caveat that neither is a solid orange but more of a flame gradation with red and yellow in the mix as well. The overall winter effect is pretty orange, though, especially against snow:-)

Yellow or gold stemmed dogwoods are easier to find: C. sericea 'Flaviramea', 'Silver and Gold', 'Budd's Yellow' or Arctic Fire® 'Yellow'.

The most intense stem color will come from full sun and newish growth, so prune annually.
