Pruning Day Reflections, and Question

It’s that time of year again. Yesterday and today I pruned 28 plants, out of 35 total.
Found a white encrustation, pinpoint to pimple size, on the limbs I pruned of Dream Come True. Kind of fuzzy-looking (didn’t touch). Never noticed it before, because the bush is over 6’ and as they say on HMF, “well-armed with thorns.” Lots of beautiful blooms all season long. What is the white stuff?
Can rose prunings be saved and converted into mulch? I have two extra-strength, maxi-size trash bags stuffed with them right now. Anything worthwhile in twigs, branches, leaves?
Just curious.

Lady Hillingdon; Buttercream, a mannerly miniflora;Dream Come True. Now rose starvation until April— except for the teas, often first to bloom in Feb.
Could somebody please call the rainmaker?
