spillover spa questions

  1. For a concrete vinyl liner spillover spa how high should the waterline be?
  2. how high should the wrap around bench be from the floor?
    Averages are fine we are having one built now and it seems too low the bench is 12inches high from
    The ground and water level will be 28inches to spillover with no stone. Pb saying can add thicker spillover stone so the spa is deeper but still seems shallow. Thanks
