What do I do? I’m so uneasy

I live in a mobile home park, my new neighbor put in a HUGE shed, the biggest shed in the park in front of her house, it blocks her bedroom window and my window, i get no sub anymore or a view to my parking. im so disturbed by it, also any rats or animals and it makes my entrance dark. who do i contact

How about the owners of the park where you live. Most mobile home park have strict rules about what can and cannot be done.

Yes, contact the owners of the park. It may be against the owners rules, or they might allow it. But they are the ones to contact about it.

If you have issues with rats in the park, that's something else. And that should be addressed to the park owners too. If they refuse to do anything, or refuse to have rules- depending on your area, it could be advanced to your local municipality. Allowing rats to go on in the park can be a bad landlord sort of thing.
