Where do you live? I live in zone 5 Nebraska and I don't give up on any rose till at least the end of June. Some are slow to wake up and they can surprise you. As long as the canes have some green and aren't dying back I'd leave it. Veilchenblau is a tough rose.

You can always cut down the cane a bit and see if you have healthy pith

If you can post a picture we can give you some insights on the canes. How much sun it gets can also influence the speed with which it wakes up in spring.
