Are you sure they are fall bearing? Seems rather early for them to have flowered and already formed fruit. My summer bearing raspberries have only been producing ripe berries for the past couple weeks. Fall bearing raspberries generally do not flower until well into summer with fruit ripening from late summer and often up until frost.

Whatever, the berries on your plant just look unripe, not dried out. Dried leaves would indicate insufficient water but adequate irrigation will produce better, juicier berries as well.
