matte black tile. UGH!!

I have no idea how this happened. They look like etching but idk how it could have happened. Any idea on how to get rid of them? I tried a baking soda paste but it didn’t work. I’m scared to try anything else. Dish soap doesn’t do anything
Side note - the silver scratch marks are a separate thing and those happened during construction and again idk how. Any thoughts on getting rid of those?
