I don't like the look of the blinds and wanted to give the windows a more finished look. I've considered roller shades, bamboo shades, etc but I'm  afraid that look would be too stark. I'm hoping to create a cosy feeling at night when the shades are closed

I had to google bourbon bar theme and the room isn't even close. Dark, dark, dark, everything is the way to pull it off.

Leaving the ceiling as is, color drench walls, trim with a dark paint color of your choice. Cover the floor with dark patterned rug; keep the rattan furniture and recover cushions in a dark fabric which pairs with the paint and rugs you choose.
