Be hard pressed to do all that with that budget unfortunately unless doing most all the labor yourself. A floor plan with ALL DIMENSIONS filled in will help you get advice. But to do what you want you will be gutting the bathroom in its entirety.

That's a materials only, and maybe paying just a plumber, type of budget for thaat big giant wish list. Curbless requires some structural alterations and treating the bathroom as the entire floor of the shower to be waterproofed. Freestanding tubs have 2K fillers, and about 3K of plumbing labor changes. Etc.

Go back to the drawing board, and whittle down the wants. Or come up with more money.

Leave things where they are, do a lot of DIY and you can keep to that budget. The wallpaper is your biggest offender. Start with removing it. The gray floors and tub surround are the next biggest problem. Replace those with something warmer.
