I think it will look odd to have a cafe curtain plus another treatment on your windows. Cafe curtains are usually used when you wish to only block the lower part of the window.

Here are two examples

Cafe curtains and a Roman shade combo can look great, and on your window I’d try to do the cc with an inside mount so the rs easily pulls down over it (or looks like it will). . I’d just make sure the rs looks as crisp as possible to balance the flounciness of the cc

I agree with Jan, 100%. Yes to a matching valance, or to only lower curtains. Also yes to a lighter fabric. No to anything heavy or completely light-blocking.

Café curtains may not be the best answer to your needs. Take a step back and think about what you want your window treatment to do for you. Once you can clearly express the function you want, maybe folks here can suggest alternative forms that will achieve your purpose effectively and attractively.

Is the kitchen open to other rooms with windows and/or sliding doors? What treatments will go on those?

I would keep it simple and inside mount a cellular shade with top-down/bottom-up feature.

You can have it all open, all closed, partially open from the top and partially open from the bottom. You can pick an opaque fabric or room darkening fabric.
