What causes columnar junipers to get bushy?

last month

I had Blue Arrow Junipers closely spaced along a fence to provide privacy above the fence line.

When I looked up photos of how they are supposed to look all the photos show them as pretty tightly columnar with the branches mostly pointed up to the sky.

Mine are looking more bushy with branches hanging wider and taking up more horizontal space.

Do they need to be ”trained” in some way to stay more compressed as shown in example photos or is this spreading out a sign that they are unhealthy in some way?

They are starting to intrude into patio space and I thought they should not require trimming.
