I think one wide unit for both TV console and bar would be better. Hang the TV on the wall. That usually makes the space fill bigger. What is the length of the wall with the TV & bar?

Regarding layout, I would center the dining table and take it off the wall. Purchase a closed bar cabinet that would go underneath the artwork.

I'm not sure how much you're willing to spend on new furniture, or if you wanted to buy anything new besides a bar cabinet, so here are some free, practical things you can do to optimize the space a little:

1. Remove the chairs at the dining table that are pressed against the wall. They're not being used and they're only taking up visual space. If you have anywhere else to store them, I would keep them out of sight.

2. Put a little bit of space between the wall and the sofa, three inches are enough. Do the same with your box shade lamp. If everything is pressed up against the wall it's going to make the space look like there is less breathing room.

3. Move your dog's bed (if you're willing) into your bedroom to free up some floor space.

When it comes to shopping, a budget-friendly solution is buying a mirror or two to put on the wall to reflect more light and make the space feel bigger.

As for your bar cabinet, I would buy something that is a lighter color since your current one is visually heavy, but I think that the height of the cart is working in your favor. The vertical line draws your eye upward making the space feel a little bigger.
