Pruning question -- dogwoods

I have a "Summer Fun" variegated dogwood that has not fully leafed out this year. This is its third season in the ground. About 1/4 of the growth on the branch ends has never leafed out this year. I suspect it's due to the wonky spring weather we had (May cold snap -- down into the 30s) but who knows.

Should I prune out these bare sections of the branches or is there hope that the buds will be break next season?


ETA: I have two regular Kousa dogwoods next to this variegated one that leafed out beautifully this spring. Part of me thinks maybe the "Summer Fun" isn't as tough of a tree as it's non-fancy counterparts. Thoughts?
