It appears to me, to be wallpaper too. Someone probably primed it and painted it. The texture you see is from the type of roller that was used.

My guess too some kind of wall paper . My advice get rid of it you will hate that texture forever. There is wallpaper called anaglypta that has sometimes a apttern or just texture used a lot in places where old plaster walls are not in good shape . Where do you live ?It is possible the last owners just covered the drywall with that type of paper but no drywall material to cover the joints first.. If that is the case removing it will be impossible it will just tear off all the paper from the drywall when you try . Is this everywhere in the house ?

In an inconspicuous location, I'd use a putty knife or scraper or razor blade or even a small screwdriver to see if you can pull a bit of wall paper away from the wall.

My husband thinks it's the paper that goes on sheetrock with very little texture on it.

The new pics are exactly what I said no mudding and taping just wall paper . If it comes off then great you will now have to have all that drywall mudded and taped and finished before you move on. Might be easier and maybe cheaper too to replace the drywall

I got ahold of the builder, it's a local tiny home company and all they could confirm is that it is not wallpaper. They said its very thin sheetrock mud because the customer ordered it with "flat" texture. Now what do I do with that?

A bit of backstory and more general info helps.

Your walls and ceiling are an intriguing mess. Not sure how to fix other than start over. New wall board might be your only option. Plenty of walls are not fully mudded. Seams are mudded and then feathered in leaving large expanses of just wall board to be painted. It appears your walls were never mudded or even primed. It's possible someone did have wall paper on the wall right after it was built which might be why the walls were never seamed properly. I found this when removing wall paper in our home. Raw walls under the paper. The wall did not match the orange peel texture of the other three walls. The next person came along and removed the paper and painted?? Texture on walls helps hide the walls imperfections, wear and tear and fingerprints. Your options are; heavy wall paper, new sheet rock, a ton of mudding once all the paper flaps are sanded/removed maybe a texture applied.

I would have said it was wallpaper too. Those curled edges near the ceiling certainly seem like wallpaper but, if it's not, and what we are seeing in the photos is the paper of the gypsum board my best advice is to have the gypsum board removed down to the studs and have new gypsum board installed.

Wold you all reccomend a sheetrock contractor to come and make the determination? Thank you for all the help :)

Suggest you get quotes on having that all ripped out and new drywall installed with seams covered and joints mudded. Then you can prime and paint your nice new smooth walls and ceiling.

Looks to me like possibly oil based paint applied over latex and peeling. I would replace the drywall or put 1/4" over the top.

@PPF.Sorry new to this. It is a Wolf Industries from Battle Ground Washington. I contacted them and they said it is defiantly not wallpaper, The interiors come painted per the customers choices.

Were you the first owner of this home, or did you buy from another owner?

Tell us the story behind this mess. Did you do anything here? Are you a new owner trying to fix someone elses problems?

The white is the ceiling? What happened to it?

Is this "wallpaper" problem everywhere or just this wall?

@PPF.the big circle is the ceiling where we removed a wood shiplap type ceiling. Then there was molding between the ceiling and the green wall. When I ripped down the molding I should have cut the silicone/caulk better because that's what is ripping the mystery paper.
