Bathroom remodels are tough to do on a tight budget and there is one thing I see that may be an issue in today's building codes depending where you are. Is that a drain I see in the middle of the floor? That would be the first thing I would check into to make sure that there are no changes in the local building codes that could add to the expense of doing an actual "remodel". That drain could be an issue and hit you with some major expense if you decide to change the tile which was one of the first things I thought of replacing and updating. IMO I think everything needs to be brought up to date.

I would change the color of the tile floors. Or you could add some color to the room by putting in some bits and pieces.
