I think a modern garage door would make huge improvement. For the landscaping, I would look to add color, but keep the current desert theme as it suits the home. You may even want to think of using the colors you add to the garden as an accent when painting the trim of the home. Best of luck!

Where is the main entrance? Is it beyond the fence?
My first thought is a low fence along the front with gate from sidewalk. Inside the fence have a well defined pathway to the door. Landscape the outside of the fence with some nice cacti. Inside the fence plant a Palo Verde to soften the landscape. Not sure if the fence would be allowed.

I would paint garage door same as house to blend in, and spend $ on landscaping and sidewalk to front door and gate.

I will certainly try to paint the door first, hoping that will be enough to make it look better.

I would paint the garage door the same color as your house and add some carriage hardware. Very inexpensive update. I don't know what those stones that jut out on the house are called, but I would paint them a shade or two darker beige. I like curvy paths as they offer more interest;)

A curved path would give a more relaxed feel and straight more formal. I would go curved.

Something like this? A more prominent path running alongside the driveway for easier access when there are cars parked there. It looks as though you're in the kind of environment where bougainvillea would thrive.

I would signal the entrance path and garage with lights. This would be a really good idea at least for night time as it’s not too expensive and will look very nice. Also, try to get a front landscape that signals the path for the house’s entrance. Good look!
