Here's my 2 cents worth: Remove all of the items from the top. Consider mounting your JOY letters where the print is hanging over the rocking chair. Place all of the tractors on the middle shelves. take the books and stack a few on each shelf.
so like, 4 or 6 shelved normally, then on the other side, lay 4 or 5 down, spine out.

I think the key to a good bookshelf is having it look busy and interesting, without looking crowded.
This can be done by having some shelves full with books and others as display boxes. I agree with Patriciarhall that you could get wicker baskets and use the very bottom self to store photo albums and children books. This would create a clean look.
Then pick out a few shelves for decorating. On these shelves, put some books on their side with a tracker on top, then next to it maybe place a picture frame and a small plant in front of the frame. To match your decor and rural feel, just some mason jars with flowers would be perfect, cheap and a good height for the shelves.
You could probably buy some white or gold bookends and use them on a shelf to add interest.

Wrap the boxes in some pretty pale shelf paper to coordinate (buff, pale blue?) or take them out. Binders that are stacked sideways turn with spine out or if they don't fit remove.
Put like colors of books together. Along the bottom 2 rows, no objects, just books, and baskets for kids things, but 2/3 full is full enough. Top half 1/2 full with more space and objects is full enough. Above, spread the tractors so the eye travels - not all in one area, and not by themselves. I like books on every shelf with objects, even if it is just a few horizontal books - like to prop up the little red tractor so the red can balance the birdhouse.

Use the objects to one side here, one side there.

Bring the JOY letters forward / prop them from behind so they don't call attention to that they are taller than the ceiling / slide them forward a bit to where they are not. Take off the greenery from the top, but leave the birdhouse and put the biggest tractor on top with it. Those three items on top should be grouped together and then nothing else on top. Perhaps shift the JOY so that it is the lead on the left about 1/3 of the way in so you see it from the landing as the meta message in the grouping. You might get a new skirted cushion for the rocking chair (velcro goes around the spindles).
