What is wrong with my leaking, seeping basement?

Here is my problem:
I live in a 1920 bungalow in the Chicago burbs. The basement has a manually operated back-check valve that is very effective when I remember to close it during a heavy rain. Otherwise, clear water fills my basement. But now I have a new problem. We have had a lot of rain lately; the ground outside is saturated. Yesterday, with just a little rainfall, not a hard rain, my basement flooded...but not due to the back-check valve. This was rain seepage I guess, as the area around the back-check valve was completely dry.
Here is my query: whom do I call to resolve this problem? I want a professional, like an engineer or specialist who will tell me what the problem is, without trying to sell me a solution. Once I know what the problem is, I can arrange to fix it. What I don't want is a variety of plumbers, or basement sealers, or gutter people coming in giving me different answers.
So, what type of professional do I need for the diagnosis?
