1. About half of my basement walls are covered with a flecked textured surface. I also have popcorn ceilings and it's similar but not quite the same. Does anyone know what this texture is? Is it safe to paint?

2. I want to apply a peel and stick backsplash in the kitchen. The cupboards however are quite high up (meant to be used for above appliances) and I'm not wanting to cover the entire wall with backsplash. If I were to partially apply it - where would be a good place to stop (ie - align with oven height)?

Also - I'd love to move the fridge. There is 2 feet of space between the fridge and oven. The problem is that the fridges' outlet is in front of the stove. Any creative ideas to move it over and still use that outlet? As far as I know I cannot use just any outlet for large appliances.
