yes it can be done- contact a "small" local cabinet maker. They will either modify your existing doors or make new ones. Rough budget $400 for this work.

Yes, I would say remove the drawer to make it work. May need a small panel in the space. Photos & dimensions help but contact a contractor or cabinet shop.

You are fortunate that you have enough width for the change. A good custom cabinet maker should be able to match your cabinets to make a few parts to fill in where the drawer is removed...or make a smaller one. Going up is definitely more difficult in this case and will mean making two new doors at eye level...increased risk and cost for you and your contractor. Good luck it should be fairly easy.
