The primary difference is the requirement for a rough-in valve installed at rough (same as you do with showers) as well as knowing finished heights of counters and sinks to be used so you can set the proper height of valves at rough-in.. I agree that is is much better to have some sort of water resistant splash material, code does not require it however in most residential applications.
